It would be harder to cheat than what's available at present.

In the beginning, a student may be required to go to a test taking facility (i.e. a former school) on the date/time of X exam. There would then be cameras and trained watchers around the room.

Overtime though it would be easier to use artificial intelligence. For example, a student would take the exam on their computer at which point they'd have to turn on the camera and give the A.I. permission to screen share. A.I. could then cross reference answers to see if they're any irregularities. And then if a student is found cheating there could be a stiff penalty (goes on academic record). It would also be self-defeating to cheat too because the tests will progressively get harder as a student tries to advance up the levels.
